PROBLEM TO BE SOLVED: To provide absorbent cotton for cosmetic patting and its manufacturing method for achieving low-cost manufacture. SOLUTION: The absorbent cotton for cosmetic patting is formed by making a plurality of pack sheets for cosmetics overlie so that the pack sheets are joined for peeling adjacent pack sheets in a lamination direction. The pack sheet comprises a water absorption layer capable of absorbing water, and a peeling layer fixed to the water absorption layer by a thermally melting fiber for forming a peeling surface. The fiber of the peeling layers adjacent in the lamination direction has different thicknesses. Thereby, it can be manufactured without using a pressing means, and manufacturing of the absorbent cotton and treatment for achieving peeling of the pack sheets are performed simultaneously, which results in a significant reduction of the cost.
