PROBLEM TO BE SOLVED: To provide an aqueous pressure-sensitive adhesive composition forming a pressure-sensitive adhesive layer exhibiting a plurality of characteristics such as pressure-sensitive adhesive strength or cohesive strength at higher levels in good balance and to provide a pressure-sensitive adhesive sheet having the pressure-sensitive adhesive layer. SOLUTION: The aqueous pressure-sensitive adhesive composition consisting essentially of an acrylic polymer which is dispersed in water is provided. The composition comprises (A) the acrylic polymer, (B) a hydrazine-based cross-linking agent and (C) a carbodiimide-based cross-linking agent. (A) The acrylic polymer is prepared by polymerizing a monomer raw material containing an alkyl (meth)acrylate as a main monomer, a first functional monomer having a first functional group reactive with a hydrazino group and a second functional monomer having a second functional group reactive with a carbodiimide group.
