PROBLEM TO BE SOLVED: To unlock an electric lock of each of dwelling houses without a need for a caretaker to memorize a complicated code like a security code or to choose the dwelling houses to be unlocked one by one, while preventing the case as much as possible where the electric lock is unlocked by erroneous operation by the caretaker. SOLUTION: Only when simultaneous unlocking button 5 is operated following the operation of a simultaneous broadcasting button 4 from a dwelling house control panel 1 to each of the dwelling houses, the operation of the simultaneous unlocking button 5 becomes effective and the electric lock 13 of each of the dwelling houses is unlocked. Thus, the electric lock 13 of each of the dwelling houses can be unlocked without a need for the caretaker to memorize the complicated code like the security code or to choose the dwelling houses to be unlocked one by one, while preventing the case as much as possible where the electric lock 13 is unlocked by the erroneous operation by the caretaker, and each of the dwelling houses can be efficiently unlocked upon emergencies.
