A plasma display panel and a flat display device including the same are provided to reduce reflected light and thus improve the daylight contrast by forming an etched portion at a portion corresponding to a non-discharge region. First and second substrates(110,120) are placed opposite to each other, and address electrodes(121) are formed on the second substrate. Barrier ribs(125) are disposed between the first and second substrates to define plural discharge cells(127R,127G,127B) and non-discharge regions(126) between the substrates. Phosphor layers(129R,129G,129G) are formed in each discharge cell. Discharge sustain electrodes(112,113) are formed on the first substrate, and etched portions(150) are formed at positions of the first substrate corresponding to the non-discharge region.
