PROBLEM TO BE SOLVED: To provide technology by which processing for encoding data read from a first storage medium and writing it into a second storage medium is performed at high speed apparently, and which is excellent in protection of copyright of the data. SOLUTION: A semiconductor integrated circuit is provided with: a first processing part (113) for forming a temporary file in a second storage medium by applying primary encoding to data read from a first storage medium; and a second processing part (114) for converting the temporary file to compression stream data by applying secondary encoding to the temporary file, and thereby reproduction of the temporary file and the compression stream data is performed. Reproduction of data in the second storage medium is performed at the point of time when primary encoding is finished, Apparent high speed for encoding data read from the first storage medium and writing it into the second storage medium is achieved.
