PROBLEM TO BE SOLVED: To provide a method of creating aerated lightweight soil which prevents the ingress of water into the lightweight soil and also prevents the floating of the lightweight soil when the lightweight soil is placed at an underwater site. SOLUTION: By the method of creating aerated lightweight soil, the lightweight soil 1 having low density and high water permeability is covered with lightweight soil 2 having high density and low water permeability to create the aerated lightweight soil 3 at a base ground 4.
