Provided are a valve for accurately adjusting the discharge flow quantity of a fluid to the outside of a tank, a valve controller and a fuel cell system. The valve can adjust the flow quantity of the fluid to a secondary side. The valve is provided on the tank to have the secondary side as the side from which the fluid is discharged from the tank inside. The valve can adjust the discharge quantity of the fluid from the tank inside by duty control.
