PROBLEM TO BE SOLVED: To provide an electrostatic charging roller which can perform electrostatic charging stably for a long period and does not contaminate a photoreceptor even when high-fineness images like intermediate-tone images of, for example, 600 dpi are outputted without exposure prior to electrostatic charge by a DC electrostatic charging method using the roller making electrostatic charging more uniform by using a conducting agent of an ion system, an image forming device having this electrostatic charging roller, an electrostatic charging method and a process cartridge. SOLUTION: In an electrostatic charging roller having, at least successively from an inner side, a conductive substrate, a conductive elastic body base layer essentially consisting of polar crosslinked rubber and a surface layer essentially consisting of a urethane resin formed by isocyanate crosslinking of acryl polyol, the electrostatic charging roller containing a thixotropy imparting particle in the surface lager, the image forming device having this electrostatic charging roller, the electrostatic charging method and the process cartridge.
