PROBLEM TO BE SOLVED: To provide a foot protective block constituted so that small fishes and aquatic insects which do not like light and water flow can live in a cylindrical unit buried in a penetration state in a block. SOLUTION: A cylindrical unit 4 obtained by packing a brushwood 6 into a cylindrical body 5 passed through in the axial direction is buried in the block so as to become a penetration state and agar 11 is poured into a space of a brushwood part of the cylindrical unit.
