<P>PROBLEM TO BE SOLVED: To provide a chat system, a chat device, and a control method of a chat server which realize wholesome communication between users, and a program therefor. <P>SOLUTION: When a message forwarding part 11a receives a message, the message is forwarded to the game terminal of transmission destination and a stop restriction part 11e transmits instruction that limits chat function stopping processing to the game terminal of transmission origin. Moreover, a stop restriction time calculation part 11b calculates the stop restriction time T according to the number of characters of the message, and a timer part 11d measures the lapse time E by starting a timer. And, when the lapse time E becomes the stop restriction time T or more, the stop restriction part 11e transmits instruction that release restriction of chat function stopping processing to the game terminal of transmission origin.
