Provided are a flexible metal laminating board without abnormal projection for improving stiffness of metal conductive layer and adhesive property with other materials, method for manufacturing the same, and apparatus and method for coating. The flexible metal laminating board comprises: a polymer film(10); a tie coating layer(20) comprising Ni, Cr, or alloy thereof and established on the polymer film(10); a metal seed layer(30) adhered through vapor deposition on the tie coating layer(20) and comprising Cu, or copper alloy; and a metal conductive layer(40) attached through electrodeposition to the metal seed layer(30).
