摘要 <P>PROBLEM TO BE SOLVED: To prevent the occurrence of adhesion abrasion between a valve element and a valve seat part. <P>SOLUTION: The flow rate control device 4 of an engine is provided with a by-pass passage 48 having the valve seat part 28 formed on passage walls 20, 30 by-passing through a throttle valve provided on a bore 7 of the engine; and an ISC valve 34 for opening/closing the valve seat part 28 by moving the valve element 100 in an axial direction by operation of a stepping motor 55.
