<P>PROBLEM TO BE SOLVED: To provide an IC card equipped with multiple OSes, wherein issue processing is consigned between the OSes. <P>SOLUTION: A contact OS 20 and a non-contact OS 21 are mounted on a dual interface IC card 1 as OS. A common kernel 30 serves as a kernel which is common to the contact OS20 and the non-contact OS21. The common kernel 30 which is able to perform access to the contact OS20 and the non-contact OS21 is provided with a contact consignment module 300 and a non-contact consignment module 301 equipped with a function of storing issue data in a common buffer 142 and a function of processing the issue data stored in the common buffer 142.
