A password setup device in a PVR(Personal Video Recorder) and a method thereof are provided to insert a password into a PES(Packetized Elementary stream) of a descrambled broadcasting channel, and to convert the PES into a PS(Packetized Stream) to store the PS in a hard disk so that users of low rating are not able to freely watch the stored broadcasting channel. A TS(Transport Stream) demultiplexer(114) descrambles a TS of a received paid channel, and converts the descrambled TS into a PES. A password inserter(132) inserts a password inputted to the PES. A PS multiplexer(130) converts the PES, into which the password is inserted, into a PS. A hard disk(124) stores the converted PS. A microcomputer inserts the password into the PES of the TS demultiplexer(114), converts the PES into the PS, and stores the PS in the hard disk(124).
