PROBLEM TO BE SOLVED: To detect the emergency of users even if the users cannot operate a mobile terminal by themselves when abduction or kidnapping occurs, and the mobile terminal itself has been broken. SOLUTION: In a radio base station 1; the position of the mobile terminal 2 is measured, it is determined whether the mobile terminal 2 exists in a movable designation area DA based on the determined result, the type of a signal received from the mobile terminal 2 is analyzed, and the occurrence of the emergency is detected based on the determined result and the analyzed one. As the signal from the mobile terminal 2, there are an emergency notification mail for notifying that the power supply of the mobile terminal has been turned off by unauthorized procedures, a periodical existence mail addressed to an own machine, and an opening confirmation mail, or the like where the users respond to an existence signal manually.
