PROBLEM TO BE SOLVED: To provide an error-correcting code decoding device used for decoding of turbo codes, with the number of repetitions of a decoding process reduced. SOLUTION: The error-correcting code decoding device comprises reception data memories 504 and 505 for storing received data, external information memories 502 and 503 corresponding to element codes, and local soft-input soft-output decoding means 500 and 501 capable of locally inputting and outputting the element codes. The local soft-input, soft-output decoding means 500 and 501 are operated in parallel, and the local soft-input, soft-output decoding means 500 reads and decodes external information which corresponds to another element code and is updated, as required, in the local soft-input, soft-output decoding means 501.
