PROBLEM TO BE SOLVED: To suppress damping of tumble stream or swirl stream and suppress occurrence of pumping loss in an internal combustion engine for generating tumble stream or swirl stream in a cylinder. SOLUTION: This controller for the internal combustion engine is provided with a throttle valve 22 provided in an intake passage 12 of the internal combustion engine 10 to control amount of suction air fed into the cylinder of the internal combustion engine 10, a variable air stream control valve 34 provided in the intake passage 12 on the downstream side more than the throttle valve 22 to control flow of intake air stream fed into the cylinder of the internal combustion engine 10, and a control means for controlling amount of opening of the variable air stream control valve 34 in accordance with amount of opening of the throttle valve 22. Since flow of intake air stream can be controlled by the variable air stream control valve 34 in accordance with a condition of flow of intake air stream on the downstream side of the throttle valve 22, tumble stream or swirl stream can be securely formed in the cylinder to suppress occurrence of pumping loss.
