<p>A vehicle passenger restraining system comprises a knee bolster (20), a bolster movement structure (30, 40, 50), a collision detecting section (60) and a control section (61). The knee bolster (20) is disposed in a front portion of a seat (1, 2) in a vehicle (M). The bolster movement structure (30, 40, 50) is coupled to the knee bolster (20) to apply a rearwardly directed pulling force to each transverse end of the knee bolster (20). The collision detecting section (60) is configured and arranged to detect information relating to a collision of the vehicle (M) and a probability of a collision of the vehicle (M). The control section (61) is configured to operate the bolster movement structure (30, 40, 50) based on the information from the collision detecting section (60).
