PROBLEM TO BE SOLVED: To provide a common ditch lid opening and closing device capable of being carried by human power, facilitating its assembly at site, stabilizing its moving after assembly easily, and lifting and suspending a common ditch lid even by one person. SOLUTION: A configuration of the common ditch lid opening and closing device is composed of a pair of upright frames composed of a horizontal member having wheels at both ends and capable of running in the longitudinal direction and a vertical member erected from a central part of the horizontal member, a horizontal frame composed of two horizontal members having a predetermined clearance and constructed horizontally in the direction crossing the longitudinal direction of the horizontal member orthogonally in an upper end part of the pair of upright frames, a jack having a piston rod erected in a central part of the horizontal frame and moving vertically in the clearance, and two suspension ropes which are inserted into the clearance, whose one ends are connected with an upper part of the piston rod, and whose other ends are connected with the hook hooked in a common ditch lid mounting part of the common ditch lid detachably.
