PROBLEM TO BE SOLVED: To achieve a function point measurement method and system for making it unnecessary to redesign any database, and for making it possible to automatically search an FP even when any specification change such as the addition or erasure of data items is generated in any process or file. SOLUTION: The function point measuring method comprises a database design step for generating a data function based on request specifications and a process definition step for generating a transaction function, a data function measuring step for measuring a function point based on the data function, a transaction function measuring step for measuring a function point based on the transaction function and a totaling step for totaling the measurement values of those respective measurement steps. The database design step is provided with an empty file generation step for generating an empty file and a file completion step for acquiring information to be derived in the process definition step, and for complementing the empty file.
