PROBLEM TO BE SOLVED: To enable an automatic answering video phone center to surely store and provide fundamental image data in video recording start and video data after the video recording start.

SOLUTION: An automatic answering video phone center 20 holds in a temporary memory 212 video data constituted of I frame and P frame transmitted from a video recording terminal 10. A fundamental image producing unit 213 produces fundamental image data at a point of time of message recording start from the held video data. A video image creating unit 221 combines the fundamental image data and differential image data received after the point of time of the recording start to create a video message that is video data after the recording start. In response of a request from a reproducing terminal 30, a video distributing unit 25 replies a unit of the fundamental image data or said video message.
