A design for an impact absorbing mat, e.g. for playground cover, comprises an elastic mat with a closed top surface and with blind holes (21, 22) in the lower surface. At least two diameters of blind holes are used in a selected spatial array and with the hole depth between 50 and 80 percent of the mat thickness. The hole pattern leaves between 40 and 80 percent of the mat area for support.
