PROBLEM TO BE SOLVED: To easily estimate tag information necessary when attaching an ID tag to an arbitrary object.

SOLUTION: In this tag information determination device 1, the tag information corresponding to ID information of each object obtained by an information acquisition part 12 is acquired from an ID information DB 15 by an estimation part 13, unidentified object co-occurrence relation information including an unidentified object is generated from the tag information and positional relation information showing the positional relation of each object obtained by the information acquisition part 12, and the tag information of the unidentified object is estimated on the basis of co-occurrence relation information retrieved from a co-occurrence DB 16 on the basis of the unidentified object co-occurrence relation information.
