PROBLEM TO BE SOLVED: To provide a shutter locking device having high crime preventing performance while preventing easy unlocking when a hole is made in a shutter curtain from its outdoor side. SOLUTION: The locking device 11 comprises a locking mechanism 12 mounted on a seat plate 8 at the lower end of the shutter curtain 3 and a lock receiver 13 having a receiving pin 61 for engaging with a lock member 41 of the lock mechanism 12 and mounted on a shutter lower frame 6. Herein, an unlocking means is provided which is turnably supported on a base 21 of the lock mechanism 12 and can be turned at a preset angle or greater in the direction of a window sash to turn the lock member 41 of the lock mechanism 12 in the unlocking direction for unlocking operation. In the state of closing the window sash, the turn of the preset angle or greater required for unlocking operation of the unlocking means is restricted to suppress the unlocking operation.
