PROBLEM TO BE SOLVED: To provide a diaphragm device and a diaphragm method which contribute to the downsizing of the device and reduce image deterioration resulting from small diaphragm diffraction. SOLUTION: The diaphragm device 100 includes: a base plate 101, serving as a support member, which has a circular aperture 101d through which light is passed; diaphragm vanes 103 and 104, as light shield members, freely rotatably mounted on the base plate 101 via the rotation center shafts 101b and 101a on the base plate 101 in order to close the aperture 101d; an ND filter 105 freely rotatably mounted on the base plate 101 via the rotation center shaft 101c on the base plate 101 in order to close the aperture 101d; and a drive member 106 that rotates the diaphragm vane 104 around the rotation center shaft 101a with a first rotation angle and rotates the ND filter 105 around the rotation center shaft 101c with a second rotation angle larger than the first rotation angle.
