<p><P>PROBLEM TO BE SOLVED: To optimally change responsiveness of a hydraulic control device in accordance with work or the like. <P>SOLUTION: A response restraining means 11 extracts a variation component of high frequency y by a highpass filter 11b taking out frequency components over a prescribed frequency as state quantity detected by a state quantity detecting means 9, for example, from a load pressure signal x of a hydraulic actuator 4. A restraining quantity instructing means 10 changes a restraining quantity such as a frequency area extracted by a highpass filter 11b so that the more the manipulated variable of an operation lever 8 is, the narrower a range of frequency limited only to higher frequency is, and the smaller the manipulated variable is, the wider the range of frequency including lower frequency is.
