PROBLEM TO BE SOLVED: To improve the safety of an elevator by detecting an invader into the tower to be protected, and discriminating intrusion into the elevator tower from maintenance worker, entrance. SOLUTION: A landing door without a car being opened for a prescribed time or longer is detected (S10), and operation control to the elevator is prohibited or the operation height range is limited (S60). If a stop switch installed in the tower is operated (S20), it is determined that the invader into the tower is a maintenance worker to cancel prohibition of operation control (S50). If a maintenance changing switch in the tower is operated (S30), it is estimated that the maintenance worker is making operation to cancel prohibition of operation control (S50). As a maintenance mode is started by a maintenance tool of each car control device (S40), it is estimated that the maintenance worker is making operation to cancel prohibition of the operation control (S50).
