PROBLEM TO BE SOLVED: To provide a puncturing and blood sampling instrument capable of easily and surely sampling the blood of a capillary vessel and to provide a manufacturing method for the puncturing and blood sampling instrument. SOLUTION: The puncturing and blood sampling instrument is characterized in being formed of a metal tubular body having the maximum height difference Rf of the surface roughness of the inner surface of 3μm or less and the inside diameter of 2.0 mm or less, and having opened both ends, and being integrally provided with at least an acute puncturing part projecting frontward from the opening end face in one end of the tubular body.
