PROBLEM TO BE SOLVED: To enable each organization to save labor of self examination and provide each organization with effective information by using basic information centrally managed in a registration management apparatus.

SOLUTION: The registration management apparatus has a basic information database storing basic information including an identifier about participating bidders, a registration flag database setting registration flags corresponding to organizations on the identifier of each participating bidder, a registration determination part for reading the basic information database and comparing the identifier of an intending participant with the identifiers of the participating bidders to determine whether or not basic information about the intending participant is registered in the basic information database, a registration part for setting a basic level depending on the basic information about the intending participant, associating and storing the basic information about the intending participant and the basic level in the basic information database, and setting on and storing the registration flag that corresponds to the organization at which the intending participant wants to register in the registration flag database in association with the identifier of the intending participant, and a basic information transmission control part for transmitting the basic information and basic level.
