PROBLEM TO BE SOLVED: To solve the problem that provision of access to the Internet is difficult due to a narrow communication band in the conventional system since the conventional system employs a radio system using leaky coaxial cable and the problem that when using a wireless LAN, frequent switching among base stations has a possibility of causing a communication break by a failure of switching operation, and a communicable time in one communication area is short, and a user data communication time is made shorter because of a communication area switching time. SOLUTION: Radio communications can be executed between an inside mobile body communication apparatus group mounted in a mobile body and an outside mobile body communication apparatus group installed on the outside of the mobile, by a plurality of communication systems having different characteristics, and each of the inside mobile body communication apparatus group and the outside communication apparatus group is constituted of a plurality of communication apparatuses corresponding to the plurality of communication systems having different characteristics, respectively, and communication is executed in accordance with a selected communication system by communication control means of the outside communication apparatus group which selects communication systems in accordance with characteristics of communication data, and mobile routers of the inside communication apparatus group.
