PURPOSE:To obtain a compound having a high molecular weight and cationic degree, by blending polyacrylamides having different intrinsic viscosisties as a base polymer, adding a powdery fat or oil, adding an aqueous solution of a secondary amine to give a water-swollen gel material and further adding an aldehyde. CONSTITUTION:Two kinds of high- and low-molecular weight polyacrylamides having different intrinsic viscosities are blended to give a base polymer satisfying formulas I-III {X1 and X2 are respectively blending ratio of the high- and low-molecular weight polyacrylamides; [eta]1 and [eta]2 are respectively intrinsic viscosities (dl/g) of the high- and low-molecular weight polyacrylamides}. 2.0-5.0wt% cyclodextrin and powdery fat or oil are then added and an aqueous solution of a secondary amine is added to provide a water-swollen gel material. An aldehyde is added to give 30-50wt% base polymer concentration to carry out the Mannich reaction. The above-mentioned water-swollen gel material is, as necessary, continuously fed to a pulverizer, graded to 0.5-1.0m/m particle size and dried.
