<P>PROBLEM TO BE SOLVED: To interpret a user context and use it as a condition for service search if there is the user context interpretable by using user information when the user information recognized by a sensor differs according to an environment for supporting selection of a service by the user and improving accessibility to the service. <P>SOLUTION: An interpretation means for interpreting the user context and sensor information about the sensor necessary for interpretation are held as an interpretation means database 12. When an environment allows acquisition of the sensor information necessary for interpretation of the user context, interpretation is carried out according to the interpretation means to be used as a condition for service search. In this way, the user context is interpreted according to a difference of the environment to be used as a condition for service search.
