PROBLEM TO BE SOLVED: To provide a base material for tachograph recording paper that can secure the paper stiffness, smoothness and dimensional stability, as used paper is utilized in order to save the cost. SOLUTION: The base material for tachograph recording paper is constituted with a multilayer paper that includes used paper and more than 30% of machine pulp based on the whole paper layers and its surface layer is made of a multilayer paperboard having the colored surface. More preferably, the surface layer is made of one of white super used paper or LBKP or both of them to secure the smoothness and the recording performance, while the intermediate layers and the back layers are made of used paper pulp stock including machine pulp to save the cost and secures the stiffness.
