PROBLEM TO BE SOLVED: To reliably hold the steering wheel fixing position at low cost so that a position adjusting mechanism of a steering wheel does not work at the time of collision. SOLUTION: A steering column can freely adjust or fix the positional relationship of a steering wheel by adjusting the fastening degree of a fastening bolt 17. A fixing side plate 13 and a movable side plate 14 which are fastened in a surface-overlapping state by the fastening bolt 17 are washed, pressing lubricating oil deposited on the surfaces of the plates 13, 14 is removed, and the fixing side plate 13 is assembled to the movable side plate 14.
