PROBLEM TO BE SOLVED: To prevent decline in a degree of design freedom of a shaft member or generation of sinking, welds etc. SOLUTION: The shaft member 2 comprising a shaft part 2a made of metal and a flange part 2b made of resin is integrally formed by insert-molding. A hole 13 in the axial direction is formed at one end part of a metal portion of the shaft member 2, The one end part of the metal portion 20 of the shaft member 2 including the hole 13 in the axial direction is embedded in resin.
