PROBLEM TO BE SOLVED: To provide a method and an apparatus for producing a fiber assembly by an electrostatic spinning method, with which a low-density cottony fiber assembly is produced. SOLUTION: The apparatus 1 for producing a fiber assembly is equipped with a spinning nozzle 2 for supplying a polymer solution to a spinning space, a first high-voltage power source 7 for providing the polymer solution with an electric charge, a counter electrode 5 that is opposed to the spinning nozzle 2, electrically sucks a fiber formed by supply of the polymer solution and radiates the fiber flying between the spinning nozzle 2 and the counter electrode 5 with an ion 5a having polarity opposite to the electric charge of the fiber, a collection member 4 for recovering a spun fiber, a first blower 30 and 301 for supplying a first air stream 30a in a direction from the spinning nozzle 2 toward the counter electrode 5 and a second blower 30 and 302 that are crossed to a direction from the spinning nozzle 2 toward the counter electrode 5 and supplies a second air stream 30b in a direction toward the collection member 4.
