PROBLEM TO BE SOLVED: To suppress blade curling and toner passage and to secure cleaning performance adaptive to a high speed process over a wider temperature range by making an image carrier abutting part have a low friction coefficient and high hardness while maintaining moving performance of a free-length part of a cleaning blade made of polyurethane resin. SOLUTION: On the image carrier abutting part 14, a hardened layer 15 is formed in a prescribed shape by subjecting isocyanate compound, polyurethane resin, and water to reaction and the tanδof the hardened layer 15 is controlled.
