PROBLEM TO BE SOLVED: To provide a submersion sensing system, capable of sensing a submersion state of a road as change of water level, in which a water level gauge is installed above a submersion monitoring position for a road, without affecting traveling of a vehicle, at a position without the possibility of submersion, to sense submersion state in a non-contact manner, suppressing degradation of the water level gauge, due to submersion or occurrence of damage caused by pranks, resulting in the prolonged interval cycle for maintenance. SOLUTION: An ultrasonic water level gauge 1 is installed above a submersion monitoring position for a road 2, so as not to interfere with the travel of a vehicle 3. A processing unit 4 controls the measurement operation with the ultrasonic water level gauge 1 and decides submersion state from the water level data of the ultrasonic water level gauge 1. A server 5 is installed in a monitor office 6 and receives a submersion signal from the processing unit 4, so that an observer in the monitor office 6 confirms the occurrence of submersion of the road 2 without time lag.
