PROBLEM TO BE SOLVED: To provide a fuel reforming device and a fuel reforming method for excellently suppressing influx of unvaporized fuel and the like into a reforming catalyst, and efficiently collecting the unvaporized fuel and the like. SOLUTION: This fuel reforming device 1 for reforming mixture of fuel and air comprises a mixing chamber 6 configured so that fuel and air are introduced therein and mixture of the fuel and the air advances upwardly, a reforming reaction chamber 5 provided on a downstream side of the mixing chamber 6 and including a reforming catalyst for reforming the mixture, an inclined surface 2a for collecting fuel not reaching inside the reforming reaction chamber, and a fuel collecting pipe L3 and a fuel collecting pump RP for resupplying unvaporized fuel and the like collected by the inclined surface 2a to the mixing chamber.
