QoS CONTROL SYSTEM AND QoS CONTROL METHOD

PROBLEM TO BE SOLVED: To provide a high quality communication service of a resource securing type by a session control on an IP network making delay concerning scalable and resource securing minimum.

SOLUTION: A session controller 11 receives a session establishment request message from a user terminal 3 and a session establishment answer message from a user terminal 4, and notifies address information and secured resource information of the user terminal 3 and the user terminal 4 to a resource management part 12. The resource management part 12 discriminates whether resource reservation is possible or not based on the noticed information, and notifies the discrimination result to the session controller 11. The session controller 11 performs establishment or disconnection of the session based on the discrimination result.
