PURPOSE: A queue managing method for storing/outputting data by an external request is provided to prevent following data of a high priority from being output before the prior input data by adding tolerance information to the data for operation of a queue for managing data output with priority information. CONSTITUTION: The inputted data respectively has the priority information and the tolerance information. While output order of the data is determined by using the priority information and the tolerance data, the following data is capable of being output before the prior data. A limiting condition is set to order inversion.
