PROBLEM TO BE SOLVED: To provide a safe settlement method and device capable of minimizing settlement frequency without recording the detail of small amount transaction.

SOLUTION: This device comprises a purchase information accumulation means for accumulating purchase information for every user; a purchase information transmitting means for transmitting the purchase information accumulated in the purchase information accumulation means to a user terminal based on a new purchase application from the user terminal; an additional purchase information verification means for verifying the purchase information transmitted with the portion of the new purchase application by the user terminal; a purchase information processing means for updating the purchase information accumulated in the purchase information accumulation means based on the purchase information verified by the additional purchase information verification means; a dealer sign generation means for generating a dealer sign based on the purchase information accumulated in the purchase information accumulation means, and a settlement transmitting means for transmitting purchase information generated based on the purchase information accumulated in the purchase information accumulation means and the dealer sign generated by the dealer sign generation means to a financial institute server.
