<P>PROBLEM TO BE SOLVED: To smoothly operate a personnel system and achieve fair and equitable assessment. <P>SOLUTION: A communication line connects a server 10, an executive officer's terminal 20, a manager's terminal 30, a personnel staff's terminal 40, and an employee's terminal 50 to one another. A business professional function part 100 provides workflow from the assignment of individual valuable business to assessment as well as data management on a Web page. A navigation function part 200 provides on the Web page operation support in using the functions for supporting personal system management that uses the executive officer's terminal 20, the manager's terminal 30, the personnel staff's terminal 40, and the employee's terminal 50, and provides on the Web page at least the rating of the valuable business and role standards as criteria for assessment.
