PROBLEM TO BE SOLVED: To shorten time required for data writing processing when a defective block is generated in a memory. SOLUTION: When a write disabled block exists in the case of writing write target (program target) data in respective physical blocks in a data area of a serial Flash 1 by a serial Flash I/F controller 3, a serial Flash I/F controller 4 writes data to be written in the block in a defective block substitution area of a serial Flash 2, and simultaneously the serial Flash I/F controller 3 programs data continued to the data which can not be written in the serial Flash 1 in a data area of the serial Flash 1.
