PROBLEM TO BE SOLVED: To solve problems that a car navigation system, which serves as a contacting point with an on-vehicle device or a driver, needs supply of power to process order and charge settlement using the system, while the vehicle engine needs to be turned off in a gas station from a fire protection standpoint when the vehicle is stopped, so that the power needs to be in a state of being supplied even if the engine is turned off, in a gas station automatic payment system for automatically paying an oil filling rate between the on-vehicle device and a road side device. SOLUTION: In this automatic charge settlement system, display of the order information and a user information display panel capable of being operated with an infrared ray remote control for car navigation are installed at a position to be visible for a driver in a state of sitting on a driving seat. The power source of the on-vehicle device is equipped with a battery and a charging means for charging the battery, which permits ordering with the remote control for the car navigator and settlement with the on-vehicle device backed up by the battery, even if the engine is turned off and no power supplied to the on-vehicle device.
