PURPOSE: A strip for a metallic substrate and an electric heater and a forming device thereof are provided to secure corrugation structure of a metallic substrate strip for improving the joining strength in brazing metal strips. CONSTITUTION: In a strip(60) for a metallic substrate and an electric heater, a corrugation part and a flat strip part are formed alternately. An offset is arranged between the corrugation part and the flat strip part. In layering plural strips to which the corrugation part and the flat strip part are formed alternately, the strips are layered while the corrugation part is situated to one side of a lower strip and an upper strip and the flat strip part is situated to the other side. A device for forming the strip includes transfer units(70,80) receiving power from a driving source(90) and transferring a strip material and at last two gears(30,40) having gear teeth at a predetermined part of the outer periphery, to make the corrugation part and the flat strip part alternately formed to the strip material.
