<P>PROBLEM TO BE SOLVED: To provide an improved method for producing a synthesis gas which comprises a heating steam reforming step to bring a hydrocarbon-steam mixture into contact with a solid catalyst having an activity in steam reforming and a successive reforming step to reform a discharged liquid which is partially reformed at a heated steam reformer. <P>SOLUTION: This method for producing the synthesis gas comprises following steps (a) and (b). In the step (a), a reaction mixture of a hydrocarbon and steam and/or CO<SB>2</SB>is heated in the heating steam reformer which is integrated between a heated tubular reformer to reform it by contacting with the solid reforming catalyst and a waste heat area containing a flue gas. In a step (b), a partially steam-reformed mixture is fed to the heated tubular reformer and is reformed further to be desired composition and temperature. The heated steam reformer is composed of a piping system involving a reaction area with the solid reforming catalyst containing a catalyst pellet and/or a catalytic structural element.
