PURPOSE: A low and high type kinetic board device using a flip-flop is provided to protect the device from breakdown by preventing a load centralization on one side and increase safety by lowering the kinetic board. CONSTITUTION: The low and high type kinetic board device includes; a kinetic board(10), a flip-flop apparatus that moves like a seesaw and supports the kinetic board(10), and an arm driving apparatus linked to one side of the flip-flop apparatus. The kinetic board device further includes a slide(40) that is connected to the lower side of the kinetic board(10) to be possibly slid and connected to one side of the flip-flop apparatus to be possibly turned to a hinged axis. The flip-flop apparatus is installed to be able to slide in the longitudinal direction of the hinged axis. The hinged axis is connected to the flip-flop apparatus by a spherical bearing. The arm driving apparatus is formed of a cylinder apparatus(30).
