The heat sealed film packaging (1) has a film of transparent plastic which is shaped by heat to enclose a drill and a cardboard backing sheet (3). The plastic film sheet is hooked onto the cardboard backing by formations (6) on the edge of the plastic film engaging the edge of the backing panel. The drill is positioned above the backing and below the cover film.
