PROBLEM TO BE SOLVED: To provide an actuator for valves for adding air resistance in rotation for attenuating the rotational speed of an output shaft by forming involute teeth at the outer periphery of a flywheel being mounted to the rotary shaft of an excitation operation type electromagnetic brake. SOLUTION: In the actuator for valves, a power spring is wound when opening a valve by the drive of a motor; the valve is closed by the restoration force of the power spring in emergency; the rewinding of the power spring is blocked in energization; and the excitation operation type electromagnetic brake for canceling the stopping operation of the rewinding of the power spring in non-energization is provided. In the actuator for valves, the flywheel for forming a plurality of involute teeth at the outer periphery is mounted to the rotary shaft of the excitation operation type electromagnetic brake.
